An American man drowned after marrying his girlfriend underwater in Tanzania.

Steven Weber and his girlfriend, Kenesha Antoine, were in a sunken hut at Manta Resort near Pemba Island.

The images show Weber diving in to propose to Antoine.

In the video, Weber holds a note against the glass window of the cabin while Antoine watches inside.

Antoine, confirming Weber's death in a Facebook post, said he "never came back from the depths."

Manta Resort told the BBC that Weber "drowned tragically while diving alone out of the underwater cabin."

"It is with deep regret that we report that a fatal accident occurred at The Manta Resort on Thursday, September 19, 2019," the resort said in a statement.

Matthew Saus, the resort's CEO, said "everyone is deeply shaken" by Weber's death.

Weber and Antoine had booked four nights in the resort's underwater cabin about 250 meters from shore.

At a cost of $ 1,700 a night, the cabin is in the water, about 10 m deep.

On the third day of his stay, Weber, who is from Baton Rouge, Louisiana, USA, dived into the water to place the order.

Wearing goggles and fins, he held a note against the glass window of the cabin while Antoine peered inside.

The note said, "I can't hold my breath enough to tell everything I love about you. But … everything I love about you, I love you more every day!"

Later in the video, Weber turns the paper over to reveal the request, pulls out an engagement ring from his shorts, and swims out.

Saus told the BBC that his team responded to a "water problem," but when they arrived "absolutely nothing could be done."

In his Facebook post, Antoine said Weber "never knew what his answer would be," which would have been "a million times, yes."

"We couldn't hug and celebrate the beginning of the rest of our lives together, because the best day of our lives became the worst, in the cruelest twist of fate imaginable," she wrote.

"I will try to take comfort in the fact that we had an incredible experience and that we were both so happy and absolutely thrilled in our final moments together."

The US State Department has said it is aware of the death of a US citizen in Tanzania in eastern Africa.

"We offer our sincere condolences to the family for the loss," said a spokesman. "We are ready to provide all appropriate consular assistance."
